What is the difference between this one at $7.99 and the one for $13.99? They both say the same thing and both from Nulaxy.

The 13.99 stand is a bigger and slightly heavier stand so the phone sits a a little higher. I use it on my bed because it's more stable on the mattress. The 7.99 one is smaller and lighter and is perfect for my desk at work. This one is stable on a solid surface and the other can more or less handle a sofa or bed. They are both sturdy and well built. If I were to carry one around I'd choose the smaller one for convenience and lighter weight. If I were to use a large tablet I might lean towards the larger stand though using touchscreen on a note 4 and the smaller stand works well. I like the phone sitting higher with the bigger stand in bed and the phone sitting a bit lower on the smaller stand at work. Hope this helps.

When setting the angle, does it lock (you need to push a button to move it) or is a friction hold (pushing a little too hard will move it)?

The angle is held in place by friction. It is pretty strong so it takes a bit of force to move it. I am always changing the angle and it holds in place every time.

Is the back part where the phone rest magnetized? If not, can a magnetized plate be place to it? That way the phone is attached more secure.

The stand is aluminum so a magnet would not stick to it. If you really wanted to make it magnetic you could purchase some rubber magnetic material and stick it on. If you had some type of metal plate on the back of your phone it would stick. However, none of my phones have ever fallen off the stands. You would really need to knock the stand over or the phone off.
