Is this bright enough for day time usages

Its brighter then the halogen bulb that my motorcycle came with. Night though they really shine bright but daytime use would be seen as well it's a good buy.

This doesn't comes with cigarette lighter plug ?

No it does not. However, it is much better that way. It comes as a hard wire kit so you can connect multiple sets to a single power source. Not to mention, it sucks running lights through a plug, it is so much more convenient and reliable to hardwire. But if that is the rout you prefer, any generic plug will work as long as the internal fuse matches the required power to the lights.
