What size do i need to pass trough a single iec c13 plug?

I ve bought a bundle of them with different sizes. I do trials and error. Sorry i don't remember

can this be used to shrink around a rope clamp to keep from rusting?

If it will fit over the clamp yes but it must fit over and have enough edge distance to create a seal

Will a hair dryer work, or do I have to buy a heat gun?

I would have to preface the answer with depends on your hairdryer. My wife's hairdryer did work. It took longer then the heat gun she bought me so I would stop using her hair dryer though. Even a cheap heat gun will work also.
