Our Loveseat has no arms. Do these protectors have places for arms built in?

It is not shaped for arms, but it is higher on the ends than in the middle of the cover, which "allows" for arms. This is a universal fit cover, so if the size is correct, it should fit over your loveseat.

Are these suitable for protectng chairs hung/stored from dust in the garage?

The covers "cover" the entire chair - back, front and top --- If they are hung and do not touch the ground, the area under the 4 legs would not be "covered", but the covers would likely hang below the bottom of the legs.

how do they attach onto the chair-velcro, ties or do they just lay on top of the seat of the chair? Thanks.

They tie on with plastic ties that are attached to the covers. Not the best solution but adequate. I take the covers off after the grand children leave.

do these fit on the back of the dining room chair as well?

They stretch. At first I didn't think I could get them on, but then I starting pulling them up with the little tabs that are around the top. I kinda had to work my way around pushing it on and pulling the tabs from the top. Once I got them on, they were great. And they won't come off easily. Chairs slide very easily even over the grout lines. I ordered the ones with the extra thick felt.
