Can you see bacteria with this?

I doubt it. It is a digital magnifying glass not really a microscope. I'm not a scientist but I would bacteria are much smaller.

when and how will this be compatible with a pc?

Can it be attached to 1/4" tripod?

There is a plastic clip that clamps onto the body of the microscope and there is not a female fitting for a 1/4" tripod to directly mount the microscope. The stand that comes with the microscope expects to clamp onto a ball joint. You might be able to add a bolt onto the tripod mount to clamp the microscope onto. And yes, I realize I am suggesting a DIY wonky mount.
