They’re hose clamps. They do hose clampy things. Not much more to say on the subject.

they were too big for my needs but will work for the proper sized things

If you need it to really fit around 8" look for another brand. These worked fine but they just barely fit out to 8" with no slack left to get the clamp onto your duct or pipe or whatever.
