Question 1

Are the green terminals at the bottom of the switch a set of auxiliary contacts for each side of the switch, I can't find any information about them?

the green terminals are sensor ports so the unit may know which side of the switch is currently offering power. 1 and 2 sensors should be connected to the normal supply power and , 3 and 4 should be connected to the stand by power supply , so they may know which side offers power and switch to it.

Question 2

can this be used for a dryer/ ev charger outler? I would like to use my dryer as primary load and ev as a secondary load. So this would transfer power

No that's not how this device functions. You might want to look into getting a registered electrician to run a 60-amp circuit in for you, depending on where you are there is a tax deduction for having that done.

Question 3

how do you wire this up for 220Volts?  there is only 1 hot and a neutral?

The 2P 220 volt version will work with 220 volts input on both the normal power terminals and emergency (backup) terminals. It is the manufacturer's fault for not marking the 2P 220 volt version input and output terminals as L1 & L2 as in 220 volts single phase instead of L1 & "N" as in neutral. Very deceiving and confusing to the end user. The only difference between the 1P (110 volt version) and the 2P (220 volt version) is the internal components such as the signal relay and the AC motor to drive the gears to move the main switch from one input to another. (as I have both versions and have bench tested them and taken them apart) I personally made my own label for the neutral input side from "N" to "L2" to avoid confusion when installing it. Can i use this in reverse?  can i have two different loads and switch between them from one 120v power source?  *asking for tech capability not code

I don't think so. Probably better to control the two loads so that only one draws power at any given time. You can buy a power switch with an IP address you can control from your phone for $10.
