Can i use this to convert 250v uk plug hair straightener to us 110v? thank you.

No, because it's not a converter, only an adaptor

can this fit a plug from China?

Yes, it is designed to fit it. Although I have not yet tried it on chines plug. I have used it on US and EU plugs.

The brief description uses 'converting' and 'converter.' I doubt that at this price it converts 110 volts to 220 volts or vice versa. Anyone know?

This is only an adapter for the plug it will not convert the voltage you would need a power converter. Most modern electronics have 110 - 240 options but if you are looking at small appliances like a hairdryer this will not convert the power.

I bought a hair dryer from amazon and it came with a uk plug. before returning it i thought i could get an adapter. would this work?

Yes, this would work fine, and also from European products to US plugs.

Received half of what was expected.

Description online said two pack but only one item was shipped. It had a sticker on it that said two pack. It appeared it may have been removed from plastic two pack bag. Item was simply put in a shipping envelope with other items.
