The dimensions shown: Are they for the griddle surface or from handle to handle?

excluding handles the measurements are 12.5 inches x 9 inches. The actual cooking surface is 11 x 9 because of the drip trough.

If it's nonstick how come some mention using cooking spay, etc. ?

I never use cooking spray, however I only cook French Toast on the skillet and that has heavy whipping cream in it, so there is a fat present. If you are cooking a food with a low fat content, it might stick, depending if it gets over cooked. I think that there are just protecting themselves by suggesting you use cooking spray.
