The 2 straps that are spaced but next to each other go around the handle bars (I had to wrap mine around 2x). The bottom one is more to “control” all of the wiring that will be hanging underneath it. The handlebars on mountain bikes are not as wide as road bike handlebars and mounting a bag out front is difficult with all the shift and brake cables in the way. A nice touch to this purchase was the vendor included an extra strap to corral all these cables and pull them back out of the way. This made mounting the bag much easier. The bag has a bunch of room, side pockets for water bottles or whatever and a clear pouch on top for a map / phone.
