will a 64gb micro sd card work with this?

Yes it works fine. I have a 192 GB micro-SD in mine and as long as the app's manifest allows it to be moved it can move over to Micro-SD. I great example is the latest version of Adownloader from the Android-A website can be moved over to SD so I can finally download torrents larger than my tablet has internal space.

I need to replace an old cruddy tablet.  WOuld you get tab 4 or a cheaper tab3?

I would purchase the Tab 4 if I were you; the tab 3 does not sport a suitable display resolution (non-HD) for a tablet while the galaxy tab 4 does (720p). If you read, play games, and watch video on your tablet you'd want the galaxy tab 4. Increased battery life (8-10 hours), a quadcore processor from qualcomm, reduced weight and slimmed down profile, better textured back and future software updates by Samsung. Yes, the tab 3 can be attained at $50 cheaper but I say the tab 4 is your best bet.

Should I buy this instead of the Tab 3? Is this the better and newer model?

Yes, Tab 4 is the next generation to Tab 3 with some enhancements from the older model and I would get the Tab 4.Key differences may the the quad core processor for Tab 4 instead of the dual core for Tab 3 which made over all performance for Tab 4 just a little faster. There are also some UI improvements, I like the new left button which is now displaying all Recent active Applications that are running. From there, you can easily close one at a time or ALL Apps with a single tap. I would also get the case with stylus/pen and elastic strap. Stylus works much better than my finger, more precise and does not smear the screen. Strap also reduces the chances of dropping it (which I did with my prev Tab 3 and cracked the glass screen).
