I would use a lock ring pliers, if the lock ring can be pinched with the jaws I see no issue

It would depend on how big your bolts and wire are.  Assuming that your bolts are some type of mild steel, and if you're cutting very small bolts (UN 4 or 3 mm), this _might_ work. If you need to cut larger bolts, Knipex makes some very nice small bolt cutters that'll be useful for nearly 1/4" bolts (e.g. https://www.amazon.com/KNIPEX-71-12-200-Leverage/dp/B005EXO81K/).  If your wire is copper, then this will chew through pretty much any diameter wire that will fit in the jaws, but if you'd like a relatively clean cut, then something like this: https://www.amazon.com/Wiha-30926-Inches-Industrial-Cutters/dp/B00578QSWO/ will probably give better results.  For general electrical work you might want to look into something like this: https://www.amazon.com/Imperial-Tool-IE-155-Stripper-Ergonomic/dp/B005YSY4IW/ which will cut and strip most any type of wire used in residential construction (as well as cut UNC 6-32 and 8-32 bolts/screws as long as they're made of a reasonably soft material).

If it was made in china it is likely a counterfeit. I have never seen a quality tool like this come from china as it has great steel and is great to use right out of the package with no breaking in
