I have machine dried these a few time they didn’t shrink

No stretch. You have to peel them off around the knees and calves.

The best answer I can give you is, order a pair and find out. I have very small, in circumference, thighs. The skinny fit does not fit skintight on me because if they did, I would not ware them. I ordered my normal waist size and they fit comfortably on me. Ha, I am 73 years, and I bet we have different tastes. I don't like anything that fits skintight. Buy a pair and see if you like them. LOL
