my 20oz package of bisquick says better if used by 24 jun 2017. Can i used it it has never been opened?

I would say there is no harm it’s flour.

How many ounces (cups) of Bisquick in a "packet"?

Just a note: the package says there are 40 oz of mix. However, this is a measurement of weight, not volume. Yes, there are 8 fluid ounces of volume in a cup, but fluid ounces and weight ounces are not necessarily the same. So the number of cups may not equal exactly five. (Also, sifted flour and unsifted flour take up different volumes for each ounce of weight. This product is intended to be used unsifted.) That said, it’s a great baking mix!
