Why doesn't the tape cover my fingers as is in the picture?

It should cover your middle and ring fingers up to the 1st knuckle

Would this work for vacu-grip finger inserts?

It makes your fingers a little larger so you still may need to go to a larger size insert. You have a better chance at fitting with vacu inserts though since they stretch.
