Don't be stupiod, what it means is they are made from recycled material and can themselves be recycled when they have reached the end of their useful life!!!!!!!

I'm not sure, they are a good size and comfortably take A4 paper, it would depend on the internal size of your A4 filing cabinet, in my experience these filing cabinets vary wildly in size depending on the price, you could always make a paper template of the folder and try it , the dimensions of the folder are 34.5 x 24 x 2.2 cm,
