Question 1

What are the dimensions of this thing?  27x19x8 tells me this thing has a shelf size of 19 inches by 8 inches.  That makes no sense.

Assembled size is 32.75 inches high (from floor to top of top shelf), 18 inches wide, and 24+3 inches long. Not counting the cord holder extending from the top shelf, it is 24 inches in the long horizontal dimension. With the cord holder, it is 27 inches long in this dimension. It is shipped unassembled and I could imagine that it might be about 8 inches tall when packed in its unassembled state. It is a nice cart that has held up well.

Question 2

Can this cart be disassembled easily? or is assembly permanent?

The cart assembles fairly easily with a hammer or mallet and a block of wood.  You could disassemble the same way, but it wouldn't be real easy.  The wheels would be the hardest.  I love my cart, but I didn't buy it to be taken apart on a regular basis.

Question 3

Can I stack two 11.8 x 16.5 x 7 inches on each shelve, or a total of 4 on each shelf? Reference 16 quart Sterilite storage container.

Question 4

Where to put locking wheels?  In back, or front, or sides???

The wheels appear to be universal, so Im assuming you can place them wherever you wish. I have both locking wheels on one side (front left, rear left) and it works fine. I didnt realize that only 2 wheels had locks, until after I had already inserted the wheels into the holes. The way theyre made, Im pretty sure Ill have a difficult time trying to remove them, if Im even able to remove them at all so in my case, I will leave them as is. It would make more sense to place 2 locking wheels adjacent to one another either in FRONT or BACK in order to get the full locking capabilities.
