It depends. If the hat or bonnet has pads around the screw/mounting hole, you can always use nylon washers. However, some screw/mounting holes have copper pads which have no connection to ground or anything else. If in doubt use a multimeter. Or nylon washers. ... Cheers

Are these the proper dimensions for a Pi 3? I read elsewhere that the Pi 3 is 3mm...

These spacers work for me with a Pi3. The tallest spacers will clear the Pi's USB ports. The next tallest will clear all the components but not the UAT ports. The others I have not used with a Pi3.
