Why would I choose this headset over the Index?

The Cosmos has a slightly better resolution than the Index and the ability to go wireless.

Can I use this on a laptop ?

The base stations connect through Blue Tooth, the head set connects with DP for video and a USB, as well as an external power adapter that plugs into the wall. A converter drop DP to HDMI might work for video. Will it run on a laptop from 2005 running windows XP? No. Will it run on a new laptop that has all the required ports, Win10, and a compatible video chipset? Yes. Is a very stable internet connection required for the install? Yes.

vive website says all tracking is inside the headset, so why would i need lighthouse devices that come with this?

Tracking is inside the headset fully for the Vive Cosmos. The Cosmos elite uses the lighthouse system to track. The Cosmos has some issues with the 100% headset tracking and will at times loose track of one of your controllers if it is behind you (like reaching over a shoulder to grab and item) or if one controller is in front of the other blocking the view of the controller from the cameras in the headset. The lighthouse system does not have that problem (I have never had an issue with losing track of a controller) and the lighthouse system offers some upgrade options that the standard Cosmos does not like additional sensors that can be used for full body tracking.
