Will this extract talkback audio (channels 15&16) with this to route talkback audio to mixer? If so, how?

it would only get you halfway there. It can de-embed the AES digital audio on channels 15,16 but you'd need another converter to take the AES audio and make that analog.

Will this work with a blackmagic atem switcher that runs at 1080p59.94? that resolution is not in the spec.

We deal with a lot of things like this. I have not used it for 1080P but U have used it for 1080i I am fairly certain it will work at 1080P. These converters by the way are some of the only things that BMD makes that are really good. Most of their other products tend to have a short lifespan.
