The do the trick but Velcro damages the bra straps
They work as shoulder pads but there is no gap in the Velcro for your bra strap and the rub and pull the straps and ruin the fabric being sandwiched directly between the Velcro

Prym Shoulder Pads Set-in with Hook and Loop Fastening
Quality very inferior. The Velcro intended to secure the pad to the bra strap is just 2 thin strips of Velcro. Takes forever then to get it settled on the bra strap. My guess is that the product cost no more than 30c to manufacture. Thus a heavy mark up for a very inferior product. I have used shoulder pads that attach to the bra strap for approximately 40 years and have never been disappointed in a product until now. Everyone keep in mind this is just one person’s opinion. See how other reviewers rate the product.
