do you get every thing you see in the picture including the three smaller heads and parts?

There are only TWO small "potatoes" and only three parts for each which "dress" them as a cat and a dog.

Do all the potato heads have bottoms to store pieces or does just the large one store pieces?

The large potato heads store pieces. The small ones do not.

is the large potato head pieces come out, if so is it easy for 20 months old to put them back on the potato head?

I just bought this item yesterday for a smaller price at K***'s. My baby is 21-months old and she LOVES this toy. She has shown no difficult interchanging any of the parts, regardless of the potato's size. I hope this helps.
