The description saids the material is Neoprene, however in the picture it looks more like a stronger mesh fabric. which is it? or mixed?

The one I have is NOT neoprene. It’s a heavy mesh with thick strapping. I think it makes it much stronger than neoprene that “gives” under pressure, thus giving a better stretch.

I don't have plantar Facitis but have have a very stiff ankle and calf muscles that need to be stretched. Would this device help?

Yes definitely for the calf muscle, this primarily stretches the calf muscles, which contributes to plantar fasciitis for those of us with it. Not sure about the ankle, this device stretches mostly one way (pull towards you) so it will pull your ankle at least one way.

Is this a handheld stretch? How can I have it stretched overnight and held in place tight and snug above the knee holding the same position?
