Q: does it have adhesive on one side?

There is no obvious adhesive on either side. I believe the tape melds with itself when it is stretched and wrapped.

Q: "Rubber" is made from Latex which can be vulcanized with contact cement type substances. Can this be vulcanized and not rely on stretching to bond?

It worked great for me. I use it on my ham radio equipment

Q: do you remove the fabric covering?

Yes - you remove the liner. Once removed and you use the tape it fuses itself together when wrapped. The liner or fabric keeps it from fusing together in the roll.

Q: Will this stick to Poly pipe?

Not positive, but since it adheres to shielding on electrical wiring, I would think it will adhere to poly pipe that is clean of dirt and oils.
