I can’t remove the backing from the adhesive side. How to get it off without tearing the foam?

Sounds like the adhesive has gone bad.I did not have the same problem

Not much. It is pretty soft. It worked for my needs, but was much softer than I expected it to be. Sorry, I don't know the compression strenght

Can they be used behind electrical cover plates with cutouts for plugs?

I would think they could as some kind of insulation...not for electrical insulation. I hope this helps you.
