What is 600, 700, 800, 900 brightness?

I think they are taking. about lumens.

how flexible is it? Can it be applied to curved surfaces?

Very flexible - curved surfaces wouldn't be a problem.

Is outer plactic surface supposed to come off?

Hello, my friend, this adhesive tape is very suitable for plastic material and will not fall off. Please rest assured that before using paste, please clean the required paste surface, thank you

Can I apply this tape to any fabrics?

I wouldn't try. The SOLAS tape patches on life jackets and foul weather gear are ALWAYS sewn around the edges. The different stiffness of the fabric and tape makes them comd apart, and the waterproof coating on these fabrics also does not bond well to adhesives. If your cloth is going to flex at all, either use the sew-on reflective tape, or use a urethane adhesive (like GOOP or patch adhesive) under the rflective tape. Stack weight on it and allow 24-48 hours for a cure. That will hold onto the cloth and the tape.
