When in motion sensor mode, during the day or artificial light, if I walk by does it turn on when is not necessary?

In motion sensor mode, and ambient light is bright enough, light is off and motion sense doesn't have any effect. When light is on (low ambient) its dim, then goes bright for one minute and back to dim.
