My car engine is so loud, like a hair dryer. Will this help?

It sounds as though you have a mechanical issue with your car...This product won't help...The cat clean is designed to clean the injection system and catalyst for smoother running!

Will this affect an MOT emissions test if the fuel tank has a whole can of this in it?

I don't see why not. The can is reportedly to reduce emissions by 90%. I would fill the tank with fuel and then add the can. Don't go straight to MOT. Drive normally for a couple of days so that the additive can get to work. The manufacturers claim that the additive should work for a year.

How much do you pour into the petrol tank

Have used this a few times , I find putting the whole lot in on half a tank if you use your car for short journeys as the stop start mixes it up …or if you use it for longer journeys put it all in on half a tank then fill up on top to mix it in . I find I notice the difference after about 10 miles or so in both scenarios .
