1.255 inches at the front of the heel, and 1.790 at the back of the heel. (Ask a machinist and you get a precise answer.)

What weigh of this boots?

They are quite lightweight but very well made. Just make sure you order at least one size bigger than normal. Hope this helps.

I wear a size 9.5 and i have a wider foot horizontally. Should I buy a size 10? or should I get a 9.5 and 10 to really be sure?

I would go with a size 10-triple E.These boots are narrow to start off with.

E is wide EE AND EEE are very wide. Actual measurements in inches differ from manufacturer to manufacturer, but generally widen by 1/16 to 1/8inch from one witdth to the next. I ordered 12 EEE and have a wide foot but these fit very comfortably.
