Does this kit require the arduino uno rev3 board to work? is there an app for windows or just ios and android? is this interface bluetooth or via wifi

This package includes an OSOYOO basic board for Arduino which is compatible with Arduino UNO R3. The programming tool is called IDE for Arduino which is an exe. compatible with Windows, IOS OS. There are two Phone controller APP for this robot car. One of APP is interface via wifi, and you can enter IP address of robot car in browsee of Windows computer to control the car; the other APP is interface via bluetooth, which can be compatible with IOS and Android phone, but you can't control robot car via this APP on windows computer.

Issues with quality

I'm 4 minutes into the build and already the wiring on the motor is the wrong way and I need to take it apart and resolder. Not cool. 9v battery provided is 6.7V aka dead. You need at least 7.2 to run the car. By comparison a newer batter is 8.86. The steering barings are bent.
