Can these goggles be worn over glasses?

I don't know. They were bought for my grandson who doesn't have glasses

Are these good enough to read books with when lights off?

They might allow you to read a book at night but it's not something that we have tested the product for. The Night Vision Goggles are hands-free like a headtorch, the LED light beams are on one side of the headset.

If you get a second pair can you use them to talk to the first pair?
