Does this item have a pocket for the hot or cold pack that could be closed?

The end of the blue compartment that isn't attached to the black elastic strap has an opening with Velcro closure. So the hot/cold pack will not fall out. And it fits standard cold packs.

Is this machine washable and dryer safe?

I don’t know why anyone would want to put this item in a washing machine or a dryer. The product is sealed inside a vinyl-like cover which easily can be washed/cleaned with soap and water and then towel dried or air dried.
