Can you use the fan without the mist?

Yes, you can. The fan has an off/on button but the mist portion has to be squeezed by a levler. So you would must on your on by simply pumping it.

Has anyone come up with a good way to attach a neck strap so my kids can hang it around their neck?

We used a neck strap like you would get for a badge at a convention. Clips right to it and has quick release so not a choking hazard.
