What is the actual measurement across the opening?

Hi, measurements most likely in description. However, strongly suggest not purchasing!!! Bags are fab- and perfect size for what I needed! Downside- on a roll- nearly impossible to separate. No visible perforation- where one ends- and next begins. Used scissors each time- trying to wing it. I ruined a bunch of them. Ordered a second time- thinking error in manufacturing- Wow was I very wrong!!

Does it come with twist ties (usually about 2 inches long, thin wire strip encased in paper like material)?

No ties. I ordered bags twice. Thinking first one manufacturing error. Unfortunately, they are defective! Nearly impossible to separate. One to another. Save your money.

I would like to use this item in a round can whose diameter is 12.6 inches. Will these bags fit?

Save your money- for one simple ridiculous reason. Nearly impossible to separate- no perforation to see where one ends- and next begins.
