They are dried Chiltepines. Not green. So I would saying NOT fresh picked. I have ordered these several times and always been very happy.

Why is it cheaper to buy 2-8oz bags rather tgan a 1lb bag, same for 2-1lb bags and a 2lb bag?

Prices are cheaper if you buy in bulk.

Where is the chilitepin grown?

I personally am not aware of where these specific chiltepin peppers are grown, but I know that Southern Arizona as well as Northern Sonora, Mexico is where the best are grown, processed and sold from. Some are grown in other Asian countries but they do not taste the same nor are they crunchy like the Arizonan peppers. And even the packaging of the ones I bought did not reveal its original source so, sorry, I wish I could help you better with the information you seek.

Volume wise, about how many cups per pound?

It depends if they’re crushed or not. It would be approximately 12 or so cups left intact, crushed it could only be 2 or 3 cups or so. These things are hotter than the surface of the sun and 4 ounces lasts me a year or more? Why would you need a pound? A pound would be like a weapon of mass destruction.
