This is plug and play so no driver needed.

Does this work consistently with a windows 10, non-dell, pc laptop?

Don't know about non-Dell laptop. I bought a different kind first and it would not work with my Dell laptop, had to get this one.

It looks like the Inspiron 15 3525 is equipped with a USB-C port according to the specs. Has anyone been successful using for MDT / SCCM deployments? I can get it to pxe boot & load the boot image, but comm fails once it enters WinPE.

You need to make sure the appropriate driver is included in the PE image. You would also need an appropriate USB driver, which Windows 10 is pretty good about but it's worth checking.
