Has anyone used this to repair a broken bisque doll, or to rebuild a lost portion on a bisque doll limb?

While I haven't used it for this purpose, I have used it to modify dolls, it works great! And other folks mention that it works wonderfully for porcelain tiles and tea sets, so I would think that is should work well for your bisque doll. Good luck in your repair!

If you submerge it in water after drying it, will it soften?

It is a 2-part epoxy. meaning that it does not dry, but rather it cures to a "crystalline" solid, which is impervious to pretty much anything. That said, being an epoxy, it is essential to mix the two components exactly according to the schedule (instructions) in order to develop the correct, fully reacted thermo set product. It is not a plastic (thermoplastic), but a very hard epoxy. What are you planning to dunk it for?

Rather than painting the surface what can be used to color the white miliput so the color goes all the way through

You can use the same pigments intended to color concrete. Most are highly concentrated (most 1lb. units will color 60-80lbs of dry concrete/cement), so start with very low concentrations. I've colored a competitor's 2-part epoxy to great success with this method. It doesn't seem any weaker when machining the finished product.
