Can some explain the different between circular polarizers and ND filters. New photographer obviously!

Circular polarizing (CPL) filters bend light to reduce glare and reflections. A CPL will also reduce the amount of light by 1/3 to 2/3 of a f-stop. A Neutral Density (ND) filter reduces the amount of light based on the rating (density) of the filter.Good CPL and ND filters should not affect the colors.

Can I screw a hood over this filter?

Your question applies to the 55mm Tiffen polarizer. However, I can say that the 58mm Tiffen does have its own set of outward facing threads, and I have screwed a hood into the filter whilst screwed into a Fujifilm HS30EXR.

Is this compatible with a EF-S 10-18mm f/4.5-5.6 IS STM?
