Does this test for Magnesium as well? It says total hardness, but only mentions Calcium.

It doesn't test the minerals separately. Magnesium and calcium are the minerals that make water "hard". These are tests strips that you dip into a water sample for a few seconds. The end of the test strip changes color and you compare it next to a color chart that tells you how hard your water is. They work very well. I have "extremely" hard water and had bought a portable water softener for my shower (I live in an apartment so can't put one in for the whole unit) and after installing, the strips were yellow :) (very soft water)

how are the strips packaged?

They come just as shown in the picture. Inside the packaging, the strips are individually wrapped in foil

If I have a house water softener should the hardness be at 0ppm?

Not necessarily and not likely. Softeners reduce your hardness but are not going to remove all of it in most cases.
