Ok, how do you get it to be recognized by windows

Be sure you're connecting with a USB data cable and not charging cable. Press AND HOLD the button labelled BOOT or 0 (ZERO), then press the RESET button, then release the BOOT button, and it should appear as a serial device. This is common to the ESP32-S2, it's not just this board.

What is the board definition that you're supposed to use for this board in the arduino ide?

I use "ESP32S2 Native USB" from the latest (1.8) version of Arduino and the latest (2.0.4) ESP32 board manager. One must press RESET while holding down 0 (ZERO) to connect before upload and then must manually press reset after uploading. You must change the serial port selection between programming and using the serial console because the names change.

Are they designed for wifi? when i activate it on my the chip freezes. on other esp32 s2 the code work without problem

They are designed for wifi. 2.4ghz u have to make sure u have the right driver for the USB port. If ur using windows open devices in setting and see if your USB port recognizes the board

Is there a datasheet anywhere for this? The HiLetgo doesn't seem to have one.
