Does the cap have an o ring in the cap ?

Yes. We own at least four of these cans for use around our farm. I had my husband check and there is an o-ring in the cap.

Cannot use a vp can for fuel or gasoline? am i really reading this correctly? or is this just an epa thing?

There may be an EPA issue I am unaware of, but we have been using it successfully with unleaded and ethanol free gasoline for a few weeks.
