Can i use this for a high end dedicated video card for a mac mini?

No. This is for SXS cards, which are used for storing video for cameras such as the Sony EX1. It is not a video card, nor can you plug a video card into it.

What minimum OS X version is required?

Presumably OS 10.6 since it requires a thunderbolt port and the first generation that included them were released in 2011. Just know that usb3 support wasn't added to the os until 10.8
