Can this be used with the fire kids edition with the bulky cover still on it?

I assume so. I have a bulky cover on my Tab A 10.6" and it handles it no problem.

Would it work with a drawing tablet (Intuos Pro Large), is it stable enough to draw with my tablet on it?

It would depend on how much pressure you put on it. I use it as a reading device for my iPad in portrait and as a movie viewing device in landscape on planes. So far it has survived two take-offs and landings with it on the armrest without falling once.

Is my Samsung Galaxy S8 with case too small for this?

I don't know the size of a Galaxy S8. However my Galaxy 5 sits well on this stand.
