Does this slip over your existing handle or do you have to replace it ?

You have to replace it. Mine however, was missing the push button.

Does this slip over existing emergency break?

You take apart the old piece, an replace with the new carbon fiber parts. The new parts are pretty much close to OEM spec. So the fit is pretty solid replacement.
