How can I siphon oil out of top up inlet on my Webb lawnmower?

Not sure, I siphoned off petrol from a top inlet

I want to transfer water from a tank downhill to another tank. Will this allow the water to pass through under gravity? Once you get it going?

yes, ..once you have the initial impetus and you keep the ends of the pipe immersed.

I have about 4 inches left in bottom of steel pool would this work to get rest out

I use a Silverline Dirty Water Pump for my 16 x 4 ft pool which empties 4 feet of water right down to the last inch but that last inch has always been almost impossible to drain unless I mopped it up with big bath towels. Anyway I'd had enough of doing that dreaded job every year so I tried the syphon pump & was really impressed. My pool bottom is laid on plystyrene & gets uneven pockets of water but THIS PUMP is the only one that gets that last inch - Its nothing fancy but it works for me. I have only pumped pool water into a deep bucket about 20 inches high. I havent tried anything else
