I wouldn't think it would be suitable for a bag used for heavy loads. I think you would be better off sewing it or pop-riveting it.

I regret that I have no idea. I used it to stick plastic on a water butt.

If the bits fit exactly I'd use superglue, otherwise either epoxy or contact adhesive
