Do they properly fit the smaller-than-normal steam deck thumbsticks? already burned twice by other grips saying they fit the deck...but they didn't.

It's a loose fit. In gameplay, there's slight movement but they're usable and won't come off. That said, if you use your fingers to twist them over the thumbsticks, they'll spin with little resistance.

Do they fit switch joycons?

No, these will only fit normal controllers or the pro controller for the switch.

Will this work on the razer wolverine v2 chroma

yes but it is a bit difficult to put on the razer controllers

Can you use the thumbstick grips without the plastic grip base?

No the base is needed. Otherwise the grip cannot sit on the thumbstick
