Would this fit the costco 40oz thermoflask?

Yes any and all drinking bottles will fit. At the bottom there is a small knob that you turn that will bring the silver metal out depending on the width of the bottle

Can i use the quick release bracket on this

Sorry, don't understand the question. The cage has two universal holes for fixing to whatever. If the quick release bracket you refer to has standard fitting points on it, it should work. I have fixed to the Topeak adapter which fits to handlebars for my kids bikes, not aware of a quick release adapter. I also tried it fitted to a Topeak bracket for rise and fall seat posts, but ended up using the standard fixing points instead and returning that bracket. I use 500ml Nalgene bottles in these cages and they click in perfectly as if they were designed for them.

Does this come with mounting screws?

No, you will need to use the mounting screws already on your bike if you have them. The other thing is the mounting screws will need to be a certain length as the ones in my mountain bike were too short. Excellent cage though.

I don’t want to drill my bike frame, can the modula cage be attached using cable ties?

Zip-ties would not be an ideal way to attach a bottle cage to a bike, as they would be subject to movement, particularly on round-section frame tubes. Most cycle frames have at least one pair of bottle cage mounts (2 x bolts, about 6" apart), but if yours doesn't, you could use a Topeak Cagemount. This is a small unit that clamps to your handlebars or seatpost and has the requisite bolts to mount a bottle cage to it.
