Is this for above ground pool?

This will work to plug any pipe that is between 1.5" and 2" in diameter. We used it to plug the hole in a glass sink bowl that we converted to a bird water bowl.

Will this fit a 2 inch inside to inside pvc pipe tightly to not allow water to pass through as we raise the level of our pool?

This can be used to plug any drain that is 1.5 - 2" in diameter. It is stainless steel surrounded by rubber. We used it to plug the drain hole in a glass bowl sink that we converted to a bird water bowl.

My pipe diameter is 1.25 would this fit or should i go with the size smaller?

Yes use one that will fit. This one won't.

Would this plug hold back 30 gallons of water even if installed backwards i.e small end to the water?

Depending on how long one intended, I would imagine you would have to install it with the large end in the water. It might work the other way for a short time.
