I'm looking for a time lag switch for a water heater that's drawing 20a at 240v. is this suitable?

Not directly No, but if you used a 20A DOUBLE POLE CONTACTOR and then used the time lag switch to operate the contactor that should work

Will this switch a 1200 Watt Jacuzzi pump?

Hi, we use it for a 600/1200 watt bathroom heater, which works perfect on both settings. Btw, if you press it before the set time has run out, it switches off. Press again and running time will start again. So you can overule the 'on' time.
